Iran to increase presence in intl. waters

The deputy commander of the Iranian Navy says the country plans to deploy more warships and destroyers in international waters.

"In the near future more flotillas as well as the Jamaran destroyer will be deployed in the waters of friendly countries and international waters far far away," Admiral Gholamreza Khadem Bigham was quoted by Mehr News Agency as saying on Monday.

"As long as the sinister phenomena of piracy and sea terrorism exist in the Gulf of Aden, we will continue our mission [there]," he added.

"Today Iran's Navy is a strategic force, which must have a continuous and widespread presence in the region, particularly in the Indian Ocean," the deputy Navy commander said.

Admiral Khadem Bigham made the remarks upon the return of the ninth Iranian flotilla from its prolonged mission in the Gulf of Aden.

Iran's ninth flotilla along with two destroyers was dispatched to the Gulf of Aden three months ago with the objective of protecting Iranian commercial vessels against Somali pirates.

The tenth Iranian flotilla along with the Chiro and Lark destroyers has been dispatched in the Gulf of Aden.

Iran decided to send its warships in line with the international community's efforts to provide security for ships traveling in the world's busiest and most dangerous commercial route.

Over the past years Somali pirates have hijacking dozens of ships, making tens of millions of dollars in ransoms.

The Gulf of Aden, which links the Indian Ocean with the Suez Canal and the Mediterranean Sea, is the quickest route for more than 20,000 vessels going from Asia to Europe and the Americas every year.

Arab League may reject Israeli freeze

The Arab League will possibly refuse a new Israeli three-month partial settlement freeze that excludes East al-Quds (Jerusalem), an official from the organization says.

"If there is a settlement freeze that excludes Jerusalem, I cannot imagine that would be acceptable to the Palestinian side or the Arab side," Hesham Youssef, an official with the office of the secretary general of the Arab League, said on Monday.

According to reports, the US has offered a package of incentives to Israel to extend the partial settlement freeze for another three months after the issue stalled the direct talks between Tel Aviv and the Palestinian Authority (PA).

Washington plans to provide Tel Aviv with 20 advanced fighters and has agreed to veto any anti-Israeli resolution at the United Nations Security Council.

Acting PA Chief Mahmoud Abbas and Israeli Prime Minister Benjamin Netanyahu began the negotiations in early September after a 20-month break.

Abbas on Sunday called for an urgent meeting with the Arab League to discuss the new US proposal to Israel before announcing an official decision over the US-sponsored talks.

The PA chief has repeatedly said that any further talks with the Israeli side would depend on ending the settlement construction.

Freed Myanmar opposition leader Suu Kyi goes back to work

Yangon - Myanmar democracy icon Aung San Suu Kyi went back to work Monday at her National League for Democracy (NLD) party after being freed over the weekend from seven years under house arrest.

On Sunday, thousands of supporters massed outside the NLD headquarters in Yangon to hear Suu Kyi's first public speech since her arrest in May 2003, in which she vowed to continue struggling for democracy, reconciliation and human rights.

The 65-year-old Nobel Peace laureate spent 15 of the past 20 years under house arrest.

Her first task will be to make the NLD opposition party a legal entity again, party sources said.

It ceased to exist as a political party in May after refusing to register for the November 7 general election, the first held in more than 20 years.

The NLD won the 1990 polls by a landslide, but was blocked from assuming power by the military.

The party leadership decided to boycott the polls to protest the election laws that would have required it to drop Suu Kyi as a member if the NLD sought to contest the polls.

Registration rules prohibited parties from including members who were serving prison terms. Suu Kyi was freed a week after the polls.

"On Thursday we are going to lodge a case to reinstate the NLD as a legal party," spokesman Nyan Win said.

NLD security guards stopped local journalists from approaching Suu Kyi Monday morning.

Another task Suu Kyi is expected to tackle will be to assess the outcome of the November 7 polls, which many Western critics dismissed as a sham.

The Union Solidarity and Development Party, a junta proxy, won an estimated 80 per cent of the 1,159 contested seats in the three chambers of parliament.

The party has been accused of tampering with advance ballots, and bribing or intimidating voters.

Suu Kyi said she would wait to read a report on the election compiled by the NLD before commenting on the outcome.

Another junta-friendly party, the National Unity Party, won 63 seats. The pro-democracy National Democratic Force, a breakaway from the NLD, won only 16 seats.

Two parties representing ethnic minorities did reasonably well in their states. The Shan Nationalities Democratic Party secured 57 seats, while the Rakhine Nationalities Development Party won 35.

Two foreigners, one Indonesian arrested for drug trafficking

Bali Island, Indonesia - Authorities on the Indonesian resort island of Bali said Monday they arrested a British and a Japanese national for smuggling crystal methamphetamine and hashish.

The Briton, identified as Khuram Antonio Khan, 39, was apprehended Thursday after X-ray scans at Ngurah Rai International Airport identified methamphetamine in his suitcase, customs official I Made Wijaya said.

Officials found 3.1 kilograms of the drug, worth an estimated 9.5 billion rupiah (1.07 million dollars).

Police also later arrested Indonesian Yan Zacharia Santosa, 31, for his involvement in the distribution network, Wijaya said.

On Sunday, customs officials arrested Japanese citizen Morita Yuki, 35, for allegedly smuggling up to 6 kilograms of hashish to Bali from Thailand, worth at around 395,500 dollars.

The three could face the death penalty if they are found guilty of violating the country's tough anti-narcotic laws.

Eid, nice weather boost occupancy at resort hotels

AMMAN - Hotels in Aqaba and at the Dead Sea are packed for the Eid vacation, with both Jordanians and Europeans taking advantage of the good weather to visit the Kingdom's resorts.

Hotels in both seaside areas reported 100 per cent occupancy rate for the coming holiday, with Jordanians making up 35 to 50 per cent of visitors in the November 16-19 period.

“The hotel is full during the four-day vacation, and we even have people on the waiting list,” an executive at the Dead Sea Holiday Inn reservations desk told The Jordan Times yesterday, adding that demand is high among both Europeans and Jordanians during the coming days.

“Although the accommodation prices are higher because of the peak season and the Eid, demand is higher than we expected,” said the employee, who asked to remain unnamed.

Nedal Qawasmeh from the Dead Sea Marriott also said the hotel is fully occupied.

“We have no vacant rooms from Tuesday until Friday,” Qawasmeh said, adding that the high tourism season started in October and is expected to continue until the end of this month.

“The majority of occupants are Europeans, but during the coming four days, Jordanians constitute around 50 per cent of them,” he explained.

Aqaba’s hotels will also have their share of Jordanian vacationers this week, according to President of Aqaba’s Hotels Association Salah Bitar.

“As the Eid coincides with the tourism peak season, hotels will be fully booked,” Bitar said, adding that people want to take advantage of the long vacation to relax, especially those who were involved in the November 9 elections.

He said approximately 60 per cent of guests in Aqaba’s hotels during the Eid are Jordanians.

However, few Jordanians plan to spend their holiday in Petra, according to Fawwaz Hasanat, president of Petra’s Hotels Association.

“A lack of activities targeting Jordanians contributes to low demand in the local market for trips to Petra,” Hasanat told The Jordan Times over the phone yesterday.

He added that while the five-star hotels in the rose-red city are almost fully booked with European tourists, other hotels with three-star ratings and below have much lower occupancy as they are not marketed by travel agents abroad.

New French cabinet greeted with caution

Paris - French President Nicolas Sarkozy's newly reshuffled cabinet on Monday received a mixed welcome from politicians and the media.

While Economy Minister Christine Lagarde, who kept her job in the reshuffle, described it on French radio as "totally revolutionary," most opposition politicians, including the Socialist leader Martine Aubry dismissed the move as "much do about nothing."

The reappointed prime minister, Francois Fillon, was seen by the media as the clearest winner in the reshuffle, with several newspapers dubbing him "Super-Fillon."

The new line-up, announced on Sunday, allowed Sarkozy to rid his embattled cabinet of some ministers whose presence had become problematic and recall some old hands.

Former justice minister Michele Alliot-Marie replaced Bernard Kouchner as foreign minister while former prime minister Alain Juppe returned to the cabinet to become defense minister.

Sarkozy had announced the shake-up in March but repeatedly postponed it. The move has largely been seen as preparation for a second presidential run in 2012, as the cabinet is now mainly staffed by old hands and loyal supporters of Sarkozy.

India's telecoms minister resigns over corruption charges - Summary

New Delhi- India's telecommunications minister resigned following allegations of corruption in the sale of licenses to domestic mobile phone operators, officials said Monday.

Andimuthu Raja, from the Dravida Munnetra Kazagham (DMK) party, a key ally of the federal United Progressive Alliance government, resigned late Sunday.

"In order to avoid embarrassment to the government and maintain peace and harmony in the parliament, my leader (DMK chief M Karunanidhi) has advised me to resign," he said.

"I will prove my innocence, I did everything in accordance with the law," the 47-year-old politician said.

The resignation followed days of opposition protests and a report by the Comptroller and Auditor General that said Raja had allotted second-generation spectrum licenses to nine domestic operators at below-market prices in 2008.

Opposition parties said that resulted in a loss of nearly 40 billion dollars to the treasury.

Jayanthi Natarajan, spokeswoman of the Congress Party that leads the ruling coalition, said Monday that Raja's resignation would not affect the party's "strong" alliance with the DMK.

Later on Monday, opposition parties stalled proceedings in the Parliament repeatedly, forcing its adjournment until Tuesday.

Opposition members shouted slogans against the government and demanded a joint parliamentary inquiry.

The Congress Party rejected the demand and said Prime Minister Manmohan Singh would take charge of the telecom ministry until a new appointment was made.

Federal Home Minister Palaniappan Chidambaram explained that a joint parliamentary probe was not needed because the auditor's report would be studied by the Public Accounts Committee headed by a leader of the opposition.

Communist leader Sitaram Yechury said a special parliamentary panel probe was necessary to "not only investigate the scam but set up rules and benchmarks for the future," as a committee had done after a stock-market scam in 1992.

The nation's telecoms sector has experienced robust growth, with total connections estimated at over 650 million.

India overtook the US in 2008 to become the second-largest mobile telecom market after China, which has nearly 800 million connections.

The Congress Party, in power since 2004, faces a string of corruption scandals.

Last week, Ashok Chavan, the chief minister of the western state of Maharashtra, resigned over his alleged role in a scam involving homes for war widows.

Indian Commonwealth Games organizer Suresh Kalmadi also quit his party post over corruption allegations from the October event.

Raja was the second federal minister to resign this year.

In April, junior foreign minister Shashi Tharoor resigned over charges of corruption in India's lucrative premier cricket league.

Ahmadinejad says Iran willing to advise Europe on democracy

Tehran - Iranian President Mahmoud Ahmadinejad said Monday that Iran was ready to provide Europe with "its experiences and criteria" on implementing democracy, Fars news agency reported.

Ahmadinejad, referring to protest demonstrations in Europe in general and the unrest in France in particular, said it was time that the political leaders listened to their people.

"It would be to the advantage of the Western leaders to implement justice rather than using violence against their people and suppressing their demands," Fars quoted Ahmadinejad as saying.

"Iran was ready to provide these countries with its experience and criteria so they can again reconcile with their people and get out of the current political deadlock," he said.

Ahmadinejad blamed the political system in Europe and said that people were forced to vote for two or three parties created by the leaders, rather than for political figures they really wanted.

Iran does not have a party system, as in most Western democracies. Most leading officials belong to factions rather than parties and are elected as independent candidates.

Only the reformist wing formed parties in recent years, but they were banned following the disputed presidential election last year that was overshadowed by fraud charges.

The reformists have not acknowledged Ahmadinejad's re-election and several members have been jailed for supporting street protests against the president, on charges of conspiring against the establishment.

Polish opposition to seek US help in Kaczynski plane crash probe

Warsaw - Poland's opposition Law and Justice party is to seek assistance from the United States in investigating the plane crash in April that killed then-president Lech Kaczynski and 95 others, media reports said Monday.

Former foreign minister Witold Waszcykowski told TVN 24 that two party officials would travel to the US to deliver a letter from Law and Justice leader Jaroslaw Kaczynski requesting help in forming an independent international commission of inquiry.

Jaroslaw Kaczynski, who is also the twin brother of the late president, has been critical of the handling of the investigation into the crash in Russia in April. He has said that Poland - and not Russia - should take charge of the probe.

Government officials said his initiative undermines Polish institutions.

"This is a total and absolute scandal, nearly treason," government spokesman Pawel Gras told Radio Zet, adding that Poland asks for help from experts when it is needed.

Prisoners freed in Gaza for holiday

GAZA CITY (Ma'an) -- Hamas authorities in Gaza released some 274 prisoners Monday in a goodwill gesture on the occasion of the Eid Al-Adha holiday.

Tearful families greeted the prisoners, all men, as they emerged from the Reform and Rehabilitation Center in Gaza City at noon.

At a brief news conference, prison administrator Lt. Col. Nader Suleiman said authorities released a total of 370 people from Gaza Strip jails, including approximately 280 released under a government campaign to promote "dignity" in police work. Another hundred were released on a temporary basis for Eid Al-Adha.

Palestinian Muslims to celebrate Eid Al-Adha

GAZA CITY (Ma'an) -- Palestinian Muslims prepared on Monday to celebrate the Eid Al-Adha holiday.

Eid Al-Adha is traditionally marked by slaughtering sheep and other animals, commemorating Abraham's willingness to sacrifice his son in obedience to God's will.

In the besieged Gaza Strip, animals were smuggled in through underground smuggling tunnels from Egypt.

In Mecca, Saudi Arabia, some 1.7 million Muslims from communities worldwide stood on Mount Arafat in what is considered a high point of the Hajj pilgrimage, which is performed during the holiday. The hill is the place where it is believed Adam was reunited with Eve after 200 years of separation following their expulsion from the garden of eden.

Russia launches U.S. communications satellite

MOSCOW, Nov. 14 (Xinhua) -- Russia successfully launched a U.S. communications satellite into space on Sunday, the Federal Space Agency (Roscosmos) said.

Russia's Proton-M carrier rocket with the Briz-M upper stage blasted off from the Kazakh Baikonur space center at around 8:29 p. m. Moscow time (1529 GMT), carrying a SkyTerra-1 mobile satellite, Roscosmos said.

Alexander Bobrenev, spokesman of Russian state Khrunichev Space Research Center, told local media that the Briz-M upper stage with the satellite will separate from the third stage of Proton-M in 581 seconds after the lift off.

After five impulses of the booster unit, the satellite will be send to 101.3 degrees west on the geostationary orbit with the orbit inclination of 51.5 degrees , Bobrenev said, adding that the whole launching period will last nine hours and 14 minutes.

The 5,390-kilogram SkyTerra 1 is produced by Boeing to provide voice and data services to cell phone users. The satellite has a 22-meter L-band reflector for mobile terminal links complemented by a 1.5 meter Ku-band antenna.

The SkyTerra 1 and its twin SkyTerra 2 will provide world's first commercial mobile satellite service using both space and terrestrial elements.

Russia's launch was conducted on a contract signed between Russian-U.S. joint venture International Launch Services (ILS) and Canadian MSV-Mobile Satellite Ventures.

Muslims on hajj in Saudi start ascent of holy site

MOUNT ARAFAT, Saudi Arabia – Nearly 3 million Muslims performing the annual hajj pilgrimage in Saudi Arabia began making their way up the rocky desert Mount Arafat on Monday, chanting that they have come to answer God's call.

The white-robed pilgrims began their ascent at the crack of dawn, covering the Mountain of Mercy at Arafat in an endless sea of white as their chants "Labyek Allah," or "Here I am, God, answering your calling," reverberated overhead.

The climb at Arafat is one of the cornerstones of the pilgrimage, which is required from every able-bodied Muslim at least once in their life time. It's the site where Islam's Prophet Muhammad delivered his farewell sermon and Muslims believe on this day the doors of heavens open to answer prayers and grant forgiveness.

As they began their climb from the tent-city in the valley, many of the pilgrims looked tired from lack of sleep, having spent the entire night praying. Charities and vendors along the way handed out food packages and umbrellas to shield the climbers from the harsh sun.

One of the pilgrims, Wassim Ahmad, from Mumbai, India, said this was his first hajj and that he felt like a child, reborn.

"Today is like judgment day," said the 29-year-old. "We have come to pray to God ... a new child has been born."

Alone and obviously on her first hajj, 46-year-old Egyptian, Um Sayed, kept asking people for directions.

"There is nothing greater than feeling that you are going to meet God," she said. "The whole body shivers."

Mina, Arafat and Muzdalifa are the three stops on the pilgrims' journey during the hajj, as worshipers trace the steps of Prophet Muhammad.

The hajj draws millions of worshipers each year, the sheer numbers a challenge in preventing stampedes at holy sites, fires in pilgrim encampments and the spread of disease.

This year Saudi authorities have taken new measures to improve crowd management, including launching a new light-rail system to transport pilgrims between the shrines.

South and North Sudan resolve disputes

North and south Sudan have come to a compromise to resolve several outstanding issues ahead of next year's referendum on southern independence. According to the African Union all parties have agreed to demarcate the north-south border while allowing northern nomads to graze in the south.

The framework also includes commitments to allow Sudanese citizens the right to live in either north or south Sudan. Observers say the move will reduce some tension ahead of January's referendum, for which voter registration has begun.

The referendum is part of a peace deal which ended the north-south civil war.

The AU statement said both parties "committed themselves to the immediate demarcation of the north-south border".

"In the event of secession, this will be the longest inter-state border in Africa, hosting in its immediate vicinity on both sides a significant proportion of Sudan's population," the statement said.

"The parties have committed themselves to maintaining a 'soft border', which will permit unhindered economic and social activity and interaction, which will be essential for economic prosperity and harmony between the north and the south."

Under the new framework, the disputed border area of Abyei will be addressed directly by the presidents of Sudan and the semi-autonomous south, the statement said.

Iran holds defense drills at nuclear plants: commander

Iran has conducted defense drills at its sensitive nuclear facilities, a senior commander told media on Sunday, adding that fresh aerial war games will be launched across the country next week.

"This year, we carried out tactical drills which resembled real combat in Fordo, Tehran, Natanz, Bushehr and Isfahan," where the country's nuclear plants are located, the Mehr news agency quoted Ahmad Mighani as saying.

Mighani did not specify when exactly the exercises were conducted.

Iran's arch-foes Israel and the United States have not ruled out a resort to military action to prevent it developing a nuclear weapons capability, an ambition it strongly denies.

Mighani said the armed forces will stage a new five-day air defense drill from Tuesday "all over the country in order to improve defense capability," the Fars news agency reported.

Iran's armed forces regularly conduct such exercises to show off the country's military prowess and test-fire what they boast are home-made missiles.

Following the latest package of UN sanctions on Iran, Russia refused to deliver long sought-after S-300 ground-to-air missiles.

A top commander said on Wednesday that Iran would soon test its own version of the S-300. It was unclear whether that would be during the upcoming war games.

Germany welcomes US backing for Japan to win special UN seat

Berlin - German Foreign Minister Guido Westerwelle praised US President Barack Obama on Sunday for casting his support behind Japan to obtain a permanent seat on the UN Security Council.

Germany is itself seeking a similar permanent seat. Westerwelle had earlier praised Obama's support for India to win a seat too.

In a written statement in Berlin, Westerwelle said, "I welcome the support of US President Obama for a permanent Japanese security council seat. This underscores our efforts to obtain a security council that reflects the realities of the 21st century.

"Asia and Latin America are under-represented in the security council, as is Africa."

The council currently has five permanent members with the power to veto resolutions: the United States, Britain, France, Russia and China. Germany is to take up a two-year-only security council seat in January. Diplomats say changing the rules could take years.

Germany has linked up with India, Japan and Brazil to argue for UN reforms that would entail permanent seats for all four states.

On November 9, Westerwelle had also welcomed Obama's endorsement of India's campaign to obtain a permanent seat.

On Sunday, he said, "I hope the efforts for reform of the security council will gain new impetus from President Obama's recent remarks. Germany is also willing to adopt more responsibility in this."

Poland set to introduce strict new smoking ban

Warsaw - Poland was on Sunday getting ready to introduce a strict new smoking ban, with the practice to be banned in most public places from Monday.

In hospitals, schools and sports clubs, smokers will have to go without completely. They will only be able to indulge their habit in pubs and clubs with a second room that can be set aside for them.

Smoking areas can also be set up in workplaces, hotels, universities and train stations.

Those who violate the law, passed by parliament in March, will be liable to receive a fine of up to 500 zloty (174 dollars).

Institutions that fail to hang up no-smoking signs can be fined up to 2,000 zloty.

Authorities will pursue a policy of education rather than strict enforcement at first.

"We won't be carrying out any raids," deputy health inspector Jan Orgelbrand said.

According to the Health Ministry, there are around 10 million smokers in the country - or one in four Poles. Deaths from smoking- related diseases number around 40,000 every year.

Syria: Israel not a 'partner for peace'

Damascus - Syrian Foreign Minister Walid al-Moallem slammed Israel on Sunday, saying its neighbor was responsible for the lack of progress in peace talks with the Palestinians.

"Israel is not a partner for peace and it is responsible for stalling the peace process," al-Moallem said during a speech in Damascus.

"The Judaizing of Jerusalem, the building of settlements and the siege on Gaza; these are all indications that the Israeli government lacks the will to achieve peace," he added.

The minister's statement comes just days after his Israeli counterpart, right-wing Avigdor Lieberman, said Israel could not engage with Syria on peace.

"Only a political hypochondriac could think that Syria, under its current leadership, could be a partner for peace," Lieberman said during a visit to the Golan Heights, which Israel seized from Syria in the 1967 Six-Day war.

Syria has long called for the return of the strategically placed Golan Heights as a precursor to normalized relations with Israel. Tel Aviv offered to return most of the Golan Heights to Syria in 2000, but Damascus rejected the offer because it excluded the water-rich eastern shore.

Israel and Syria held four indirect rounds of peace talks with Turkish mediation in 2008, but Syria withdrew from the talks in protest at Israel's offensive on the Gaza Strip later that year.

Iran welcomes political agreement in Iraq

Tehran - Iran on Sunday welcomed the agreement by Iraq's political parties to form a new coalition government, ISNA news agency reported.

Foreign Ministry spokesman Ramin Mehmanparast told ISNA the move was a constructive step towards peace and stability in Iraq.

Iraqi politics had been at a standoff since the disputed outcome of the March 7 elections that did not present a clear victor in what was seen as a vote along religious lines between Sunnis and Shiites.

The deal sees Prime Minister Nuri al-Maliki staying on, while his chief rival in the election, Iyad Allawi, was slated to head a newly created national council on strategy and security designed to serve as a check on the government.

Iraq's speaker of parliament meets US, Iranian officials

Baghdad - Iraq parliament speaker Osama al-Nujaifi held separate meetings on Sunday with the ambassadors of the United States and Iran, warning the latter not to interfere in domestic affairs.

Al-Nujaifi, who is a member of the Iraqiya List, said he told Iranian Ambassador Hassan Danaii that improving ties should take place "on the basis of mutual respect and non-interference in internal affairs."

The Iraqiya List, led by former prime minister Iyad Allawi, has long accused Iran of interfering in Iraq's political affairs. Supporters of Iraqiya have even blamed Iran for Allawi's upset loss to rival Nuri al-Maliki, who was elected for a second term as prime minister on Thursday.

Al-Maliki's success in securing the top post in government came after eight months of political wrangling and trips by Iraq's leaders to seek support in neighboring countries, including Iran.

For its part, Iran welcomed on Sunday the decision of Iraq's political parties to form a new coalition government, ISNA news agency reported.

Al-Nujaifi also briefed US Ambassador James Jeffrey on the latest political developments.

The prime minister is currently in talks with the various political blocs on forming a cabinet, according to his aides. After the Islamic Eid holidays, members of parliament are expected to meet to discuss the scope of a new council on national strategy, the leadership of which Allawi was offered, but has yet to accept.

Juppe defense minister in new French cabinet

Paris- Veteran politician Alain Juppe was named defense minister in a new cabinet unveiled by French Premier Francois Fillon on Sunday.

Juppe, a former prime minister, foreign minister and now mayor of Bordeaux, replaces Herve Morin in a reshuffle which saw Foreign Minister Bernard Kouchner lose his post to Michele Alliot-Marie.

The elevation of Juppe makes him the number two man in a cabinet that is smaller than the previous one led by Fillon.

The premier stepped down along with his government on Saturday evening, paving the way for President Nicolas Sarkozy to conduct a long-awaited government shake-up.

Sarkozy reappointed Fillon on Sunday and asked him to form a new government. The prime minister spoke of a new era and emphasized his "commitment at Nicolas Sarkozy's side."

Environment Minister Jean-Louis Borloo, long considered a potential successor to to Fillon, failed to make the cut.

Interior Minister Brice Hortefeux, Economy Minister Christine Lagarde and Budget Affairs Minister Francois Baroin all kept their posts.

The new cabinet has around 10 ministers and state secretaries fewer than the previous 36-member cabinet.

The opposition is skeptical of the reshuffle, claiming it will change little.

"After a soap opera that has dragged on for six months, the president has organized another new show for our television screens this evening," Socialist parliamentarian Jean-Marc Ayrault said.

The overhaul, the fourth of Sarkozy's presidency, had been hinted at in the spring after the government's poor showing in regional elections.

The president has seen his popularity decline further over the introduction this month of a pension reform that increases the retirement age by two years.

Analysts say Sarkozy is hoping to use the reshuffle to polish his image prior to an expected bid for a second term in presidential elections due in 2012.

Mauritania receives $15m food bank grant

The World Food Program granted $15.3 million to Mauritania, APA reported on Friday (November 12th). According to Mauritanian Food Security Commissioner Mohamed Ould Mohamedou, the funds will support community nutrition centers and cereal banks.

Aisha Kadhafi targets domestic violence

Tripoli-based NGO Wa'atassimou Charity Society has launched a large-scale training program aimed at countering domestic violence in Libya, PANA reported on Saturday (November 13th). Representatives of the social, academic, security, media and judicial sectors are participating in several awareness-raising events and forums through July, 2011.

Wa'atassimou head Aisha Kadhafi, the daughter of Libyan leader Moamer Kadhafi, unveiled her national campaign against gender violence last March. The first projects included a new Libyan domestic violence hotline and a unit of Libyan policewomen.

Libyan bloggers tackle domestic politics

Eid al-Adha preparations are high on the agenda for some Libyan bloggers. Others, however, use the blog space to exchange thoughts about controversial political issues in the country.

From rising sheep prices to the questions of legitimacy, authority and opposition, a variety of issues fill the Libyan blogosphere.

As Eid al-Adha approaches, sheep buying is of particular concern to Libyan bloggers. Abdul Nassir Elbah complained about the soaring prices of rams.

"A number of sheep farmers confirmed that the prices of sheep this year have seen a considerable rise as compared to last year. Prices ranged between 300 and 800 Libyan dinars for local sheep, while the price of imported sheep "Cypriot" ranged between 400 and 750 Libyan dinars." Elbah cited some citizens as saying that "the market is witnessing an unexpected and worrying start in terms of high prices as compared to last year, which saw a low start followed by a rise in prices".

"A citizen pointed out that he bought a sheep for 500 Libyan dinars, which he said was his total salary for this month, adding that Eid demands still come one after the other," he wrote.

On a different note, a news story about the possible return to power of Abdessalam Jalloud, an old companion of Libyan leader Moamer Kadhafi, has roiled the Libyan blogosphere. The story was published by weekly newspaper Oea, owned by Seif al-Islam al-Kadhafi.

Mustapha al-Araedh maintained that the news was merely a rumor fabricated by the ruling circles to divert public opinion from the real issues.

"It’s often noted that when the political situation of oppressive regimes deteriorates and when they fall under strong legal and rights demands, they try to busy the public opinion with leaks and test balloons to confuse the situation and further win time to impose the status quo and keep the deteriorating conditions without a change so as not to respond to the will of reform and change," he wrote.

"Such leaks and test balloons give importance to the leaders of public opinion that is being formed, even if indirectly," al-Araedh added. "The stronger the reactions are and the more they are up to the level of event, the more the ruling authority takes it into consideration. In addition, this will have an impact on their decisions."

In his turn, Meftah al-Fitouri accused Oea of failing to accept other opinions.

"The birth of Oea took place in an atmosphere that defends the legitimacy of other opinions, which reformers have been demanding in their newspapers day and night, but are not applying it to any different opinion that opposes their interest," he said.

"Those who demand the freedom of press and slam any repression of speech, writers and journalists in the name of reform, democracy and freedom in the Western style are the same people who revealed their animalistic instincts upon the first press scoop and expressed the worst values of dictatorship in their hidden store."

Meanwhile, other bloggers engaged in heated political discussions about the meaning of popular authority and the role of opposition abroad.

In response to a compatriot who accused Libyan opposition abroad of not taking part in the political change and exercising what he called "people's authority", another blogger, Saleem El-Ragihe, commented: "Dear compatriot, the people’s authority is nothing but a theoretical, formal, official and ideological cover to drug the people in order to pass on the absolute unilateral rule."

"The masses of our Libyan people discovered this fact a long time ago, but you may be the last one to learn that. The actual real authority is not in the session of basic congress; rather, it is in the "tent" session. Therefore, most Libyans have left these congress sessions behind their backs, given that they are nothing but a boring play and an outright lie," he wrote.
